    whether a given border-crossing is functioning was determined subjectively from personal experience and through contacts in adjacent provinces. Data reflects situation in 2005-2007 that may change in short period of time. Value failed to open is assigned to points, which were agreed between countries, but never used due to lack of interest/need of one of the countries, usually Russia.
